First, you need a workbench. These are found in hideouts or inside doors with a lot of warnings for others to stay away. You can rest, restock and work on a workbench. Interact with the bench. Shuffle through different tabs in the menu that shows up. Highlight anything you want to make in this menu and you will make it if you have the required materials and ingredients. A red number will show denoting what you are missing if you don’t. You can use the Analyse button to examine any recipe or blood sample you have collected.
