You need to use a third party tool like Joy2Key to use your controller with the game.

To make your PS3 / PS4 controller working with the PC version of the Street Fighter V, you need to follow the steps below.

First, you have to download a third party button mapping tool like x360ce or Joy2Key. Here we use x360ce. You can get it from here.
Next extract the contents from the archive and copy x360ce_x64.exe to the following directory
“C:\Program Files (x86)\Steam\steamapps\common\StreetFighterV\StreetFighterV\Binaries\Win64”
Then launch the app. Mae sure your controller is detected by the tool. Then under Controller 1, choose Auto or Manual as per your preference. We recommend to choose Auto as it automatically maps the buttons on your stick and has worked perfectly for most users.
